The paper discusses gender and empowerment structures power as obstacles to full citizenship for women who are mothers of people with disabilities. I have as a research question: What is the impact of ableism and the discourse of care as a female attribution in preventing full citizenship of women who are mothers of people with disabilities? To support this discussion, I direct my focus to the Statute of the Informal Caregiver, approved in Portugal in 2019. The results suggest that the Statute leaves aside issues related to the specifics of what it is like to be a mother of a person with a disability.
